On November 26, 2024, GreenAL organized an open discussion on the Draft Law “On Energy Performance of Buildings”. This event brought together representatives from environmental civil society organizations and other stakeholders to discuss the draft law, current challenges in the construction sector, and the implementation of the Green Agenda for the Western Balkans.
During the roundtable, it was emphasized that the drafting of this law represents an important step towards achieving Albania’s objectives for the green transition. To ensure the successful implementation and long-term improvement of the legal framework, participants identified several key needs:
- Assessment of the applicability of the existing law “No. 116/2016 on Energy Performance in Buildings”
- Strengthening institutional coordination to achieve the ambitious target of decarbonizing the building stock by 2050.
- Ensuring equal access to financing schemes and alleviating energy poverty for the most vulnerable groups.
