Green Agenda for the Western Balkans and Climate Policies Training

GreenAL “Strengthening Environmental Civil Society Organizations in Albania 2024 – 2027”, within the framework of the incubation program, held the first training in three cities: Vlora, Tirana and Shkodra on the topic “Training Civil Society Actors on the Green Agenda for the Western Balkans and Climate Policies”. This program aims to build the practical and conceptual capacities of organizations, in order for them to be more effective in the field of the environment, address climate challenges at the local and national level, and actively participate in the European integration process.

This training specifically aims to foster understanding of the essential role that organizations can play in translating policies into concrete actions in communities. Furthermore, the training aims to help participants identify themes, issues and ideas related to environmental challenges.

The training was open to a wide range of stakeholders, including representatives of CSOs active in the field of environment and sustainable development, activists and informal organized groups, as well as young professionals or local actors who wish to contribute to green solutions in their communities.

Core topics were discussed during the training, starting with the “Green Agenda for the Western Balkans”. This segment explored the green transition, the objectives of the Green Agenda and its main pillars, including decarbonisation, circular economy, biodiversity, pollution and agri-economy. It also addressed the compatibility with the EU Green Deal, the Berlin Process and the Reform Agenda.

Another important topic was “Climate Policies and Challenges for CSOs at the Local Level”, where the national policy framework was analyzed, including the Climate Strategy, NECP and the Law on Efficient Buildings. The role of CSOs in implementing climate policies, key challenges, and successful case studies of CSOs that have influenced climate policies were also part of the discussion.

Finally, the training focused on “Measuring Progress and Designing Projects.” Participants were introduced to a preliminary monitoring framework for the green transition and guided in designing projects in support of the Green Transition, using the Logframe.

The training also included group work to develop project ideas on environmental topics related to the five pillars of the Green Agenda, as well as the assessment of indicators for monitoring the Green Agenda and the Green Transition in the region.

In this training, a new perspective on the Green Agenda was offered, fostering important interaction between the participating organizations. The trainer of the training was Dr. Kejt Dhrami, Territorial Governance Expert at Co-PLAN.
