EU Negotiations: Chapter 27

On January 28, 2025, the Ministry of Tourism and Environment, in collaboration with SANE 27, hosted a Consultation and Discussion Table focused on Chapter 27. This meeting served as a platform to inform civil society representatives about the latest developments in Albania’s EU accession process, with a focus on the Screening Report and the progress in drafting the Negotiation Position for Chapter 27.

Key Highlights from the Meeting

The meeting was chaired by Mr. Sofjan Jaupaj, Chief Negotiator for Chapter 27, and attended by representatives from various environmental NGOs, universities, Sida, and the Ministry of Tourism and Environment. Representatives of GreenAL were also present at the discussion table.

Mr. Jaupaj underscored the growing emphasis on environmental considerations in the EU negotiation process, highlighting that Cluster 4, which includes Chapter 27, is likely to be formally opened within the year.

Progress in the EU Integration Process: Chapter 27

The Screening Process is now in its final stages. The Screening Report developed under the Enhanced Enlargement Methodology, assesses Albania’s capacity to implement EU environmental legislation. A strong emphasis was placed on regional cooperation and continued engagement with civil society to ensure public support for EU accession.

Recommendations for Future Alignment

During the meeting, recommendations were shared on various sub-chapters of Chapter 27, including:

  • Air Quality: Expanding air pollution monitoring networks and enhancing data transparency.
  • Waste Management: Enhancing circular economy initiatives and improving waste hierarchy implementation. 
  • Water Quality: Completing River Basin Management Plans and increasing investment in wastewater treatment.
  • Nature Protection: Strengthening biodiversity conservation efforts and improving enforcement mechanisms.
  • Climate Action: Expanding efforts in emissions monitoring and implementing carbon reduction strategies.

The Negotiation Position for Chapter 27

Following the Screening Process, Albania has been drafting its Negotiation Position, a document outlining commitments and transitional periods necessary for full EU alignment. The process has been ongoing since August 2024 and includes:

  • Submission of an initial draft in September 2024.
  • Refinements based on feedback from institutions and experts.
  • Compilation of a full draft in January 2025, aligning with the Screening Report findings.

Updates on the EU Acquis and Future Implications

The meeting also covered updates on the New EU Acquis, which directly impact Albania’s environmental policy framework. Key developments include:

  • Air Quality: Adoption of stricter pollutant thresholds and improved regulatory oversight.
  • Waste Management: Revisions to regulations on battery disposal, packaging sustainability, and waste transport protocols.
  • Water Quality: Revised standards for urban wastewater treatment.
  • Industrial Pollution Control: Strengthened policies to mitigate environmental pollution from industrial activities.
  • Climate Action: Strengthened carbon trading systems and regulations on fluorinated gases.

Next Steps in the Accession Process

The Screening Report will soon undergo formal review and approval. If endorsed, the opening of Cluster 4 is expected to follow swiftly. Further consultation meetings will be held with key stakeholders, including the Ministry of Tourism and Environment, SANE27 and other relevant actors.
